Why isn't someone tossin' salads?

"About two years ago, Citi's market value was above $270 billion. Today its market cap is a little over $5.4 billion."

How can a company be nearly completely destroyed and no one is held accountable and/or thrown in jail? It can't be that 80% of their market cap at the peak was bad home loans. Where do I sign up for that job to trash a company and leave scott free!
